Four Years of War in Ukraine: A Disaster Health Imperative

DHI Official Statement

Four years ago this week, war in Ukraine escalated into one of the most consequential humanitarian and health crises of our time. Millions of civilians have faced displacement, disrupted health systems, destroyed infrastructure, environmental contamination, psychological trauma, and prolonged uncertainty.  This conflict has exposed critical vulnerabilities in modern disaster health systems:

  • Medical evacuation denial in high-threat environments

  • Attacks on health infrastructure

  • Supply chain disruption and prolonged field care challenges

  • Pediatric and civilian casualty complexity

  • Long-term mental health and rehabilitation needs

  • Strain on public health, energy, water, and sanitation systems

This war has reminded the world that health security is inseparable from disaster resilience. Armed conflict, like pandemics and climate-driven catastrophes, tests the limits of our preparedness, coordination, ethics, and innovation.

At the Disaster Health Institute (DHI), we do not engage in politics. Science is compelled to objective inquiry. We engage in solutions.

We focus on advancing disaster medicine, strengthening public health systems, developing next-generation training frameworks, and integrating complexity science, technology, and operational doctrine to reduce preventable morbidity and mortality in high-risk environments.

The lessons emerging from Ukraine are not confined to one region. They are global warnings about the fragility of health systems under stress — and the necessity of building adaptive, interoperable, and resilient disaster health capacity worldwide.

As this war enters its fifth year, we honor all the lives affected and reaffirm our commitment to advancing disaster health science, education, and policy — wherever crises occur.

Disaster Health is global. Preparedness is universal. Humanity needs to be shared.

About DHI

Our Mission

We advance disaster health through research, policy, and practice to strengthen disaster preparedness and response for all humanity and improve global health outcomes in crises

Our Vision

To lead a transdisciplinary movement integrating civil protection, public health, and medical sectors worldwide—driving collaborative research, uniting organizations, and shaping the next global health framework beyond Sendai to strengthen resilience in the face of 21st-century crises.

Not for Profit

The Disaster Health Institute is a nonprofit organization focused on the public good rather than private interests. In a rapidly evolving risk landscape marked by climate change, pandemics, conflict, and technological disruption, there is an urgent need for a neutral, mission-driven platform that can connect disciplines, institutions, and sectors. DHI independently fosters collaboration—free from political or commercial agendas. This drives impactful research, influences global policy, and supports the development of a new UN-aligned global health framework rooted in equity, evidence, and resilience for all communities.
